Organizational and economic backgrounds for the formation of innovation-enabling environment at the enterprise

摘要
The aim of the article. Under the conditions of constant changes in the external environment which are constantly accelerating, an innovative way of development of both separate organizations (companies and organizations) and national economies is most effective. Hence, there is a need in developing of effective mechanism for formation of innovation-enabling environment at the enterprise. This problem is vital for industry, since industry influences the pace and direction of development in almost all spheres of social production and human activity in general. The goal of this article is the systematic analysis of organizational economic backgrounds, and scientific study of approaches to advancement of theoretical and methodological principles of formation of innovation-enabling environment in industry. The results of the analysis. A comparative analysis of the innovation activity of Ukraine, the EU and other countries of the world was produced. The results showed systematic lag of Ukraine by the majority of items, with the exception of human capital, knowledge, technology and inventions, as well as the education system. A paradoxical situation composed in Ukraine - a high position in terms of the ability to innovate, but only 71st position in the Global Competitiveness Index. This testifies that the existing potential for innovative development path is not used. It is appointed that in Ukraine the environment of innovation is outlined by methods of state regulation and incentives is unfavorable. Conditions of most enterprises do not contribute to the creation and implementation of their innovations. The author proposed the definition of "innovation-enabling environment", stated the basic elements of this environment and identified the methods of its formation and development. Among them are methods of state regulation and stimulation of innovations, creation and introduction of innovations, the development of innovative culture society and separate businesses and institutions, methods of control and fostering innovation at the enterprise level. The scheme of interaction of these methods in the process of innovation-enabling environment was developed. Conclusions and directions of further researches. Based on the analysis' results the conclusion was made about the need of significant adjustments to the mechanisms of the macro and micro levels of innovation-enabling environment. The directions of these amendments were defined. Innovation culture condition requires its formation actually from scratch both at the level of society on the whole and at the level of separate enterprises. These results provide direct transition to the development and scientific study of complex activities to improve methods and tools forming innovation-enabling environment.
