On the training of law enforcement officers to negotiate with terrorists

摘要
In recent decades, terrorism has become one of the global problems of humankind and is a serious threat to the security of the world. At the present stage of countries' development the most urgent is the problem of non-violent approach to resolving situations of hostage-taking and other terrorist activity. Effectiveness of law enforcement officers in emergency situations depends on psychological and professional training of personnel. The article considers questions of police officers training to negotiate with terrorists. The author focuses on the necessary involvement of specially trained police officers to the negotiation process with the terrorists and providing them with necessary technical equipment. Also the article highlights main factors of negotiation with criminals, analyzes conditions for effective training of parliamentarians, points to the need of inclusion the job of trade negotiator into occupational classification, and creation of specialized training centers in departmental schools.
