摘要：

As the author says at the end of the Introduction, this text describes, in a critical manner, the fundamental topics that have oriented the transformation of public bureaucracies. It shows how this transformation articulates with commercialization programs of public goods and services, and highlights his standing regarding the state of the execution of the transformation policies and resistances, that have obstacled its advance and viability.
