The authors present the response of Alameda County, California, to 1991 state ''relignment'' legislation that transferred funding authority and responsibility to the counties. The resulting changes in mental health services in the county included prioritizing the types of clients and developing a comprehensive community based system. The new system provides the foundation for a managed care delivery that integrates ah services under a single payer program.
