PEDAGOGICAL REGULARITIES AND PRINCIPLES OF HEALTH PROFESSIONALS' INFORMATION COMPETENCE FORMATION IN THE CONDITIONS OF DIGITAL TRANSFORMATION OF PROCESSES IN EDUCATION AND HEALTHCARE

摘要
The influence of digital transformations in education and health care on the formation of information competence of health care professionals within the framework of additional professional education is considered. It is shown that at present all branches of human activity undergo significant changes or transformations under the influence of digitalization. On July 28, 2017, by the order of the Government of the Russian Federation, the Digital Economy of the Russian Federation program was approved, in which it is justified that data in a digital form become the key factor of production in all spheres of social and economic activity, which increases the country's competitiveness, the quality of citizens' life and ensures economic growth and national sovereignty. Information systems in the spheres of education and public health are classified as objects of the critical information infrastructure of the Russian Federation. It is analyzed that the training of qualified personnel in the field of information and communication technologies is one of the key directions for increasing competitiveness in all areas of the economy. The article proves that the formation of the information competence of health professionals in the conditions of digital economy development requires a constant change in the content, methods and forms of training. Identification of regularities of health professionals' information competence formation in the conditions of digital transformation of processes in education and health care is necessary to determine on their basis recommendations and requirements for achieving the result in an optimal way, taking into account the current level of society development. In the article, the pedagogical regularities and principles of health professionals' information competence formation the author revealed are presented. It is substantiated that each pedagogical principle regulates the resolution of contradictions arising in the learning process in case of the inconsistency between traditional ideas and views on the process of teaching and modem conditions of society and technology development. Therefore, the identification of pedagogical principles and contradictions in teaching is an urgent task of pedagogy. It is proved that pedagogical regularities and principles are the basis for the implementation of scientifically based management of the process of health professionals' information competence formation in the context of advanced professional education.
