The concentration quenching mechanism in Pr3+-doped fluoride fiber operating at the 1.3 mum band is investigated at concentrations of below 1000 ppm. It is shown that cooperative upconversion degrades the gain coefficient and that its influence is minimized at concentrations of below 500 ppm.
