摘要
This essay analyzes the different theories developed about the relationship between media and society and the diversisty of communication systems. Later analyzes, from a sociopolitical approach, government initiatives for more regulation. This review serves as a backup for the object of study of this proposal: The concept of communication system in the communications act recently passed in Ecuador. We conclude that the lack of theoretical discussion doesn't allow a broaden analysis of a real communication system as a space of deliberation and representation. This should be the pillar on which any regulation effort in communication policy should be based.
