WHY HUMAN TRAFFICKING AND EXPLOITATION IS STILL A SEVERE PROBLEM?

摘要
The article studies crimes against personal freedom counteraction in terms of human trafficking and exploitation. Far East Federal District antisocial phenomenon's aspects are closely studied Human trafficking and exploitation high latency and incidence degree was proven based on court practice. The article gives aspects of Far East Region that determine increasing criminalization. The author defined that 25 % of all the mentioned crimes were committed in Far East Federal District. Due to its geographic location and geopolitical role, Russian Far East is the place of origins, destination and transit of human trafficking. Despite the abnormal decrease in registered crimes rate (by the end of 2013 220,620,000 crimes have been registered which is 4,2 % less than for the same period last year), the author proves increase in latent crimes against personal freedom and negative qualitative changes in crime structure. The article reveals reasons of human exploitation prevention low effiency. Significant decrease in social and legal control over crime is considered the most important trend in crime counteraction due to helplessness and irresponsible humanization towards offenders. The author sees result in further false decrease in registered crimes, penal justice system degradation in terms of inadequate remedial process etc. Human trafficking counteraction practice proves minimal risk of the offenders while making abnormal profit. Current criminal situation in Russia is very beneficial for crimes against personal freedom increase, including different exploitation forms.
