摘要：
Aboriginal self-management opens the maintenance of the principles underlying the organisation city, rural settlements and in other municipal local governments. Local governments posess the special place in a democratic control system of a society and the state. It is defined, first of all, by that presence of self-government institutions provides such decentralisation of a control system which does this control system of the most applicable to maintenance of interests of the population on places taking into account historical and other aboriginal traditions.
