THE SBC MODEL AS A CONCEPTUAL-FRAMEWORK FOR REPORTING IT CRIMES

This paper examines security and control of IT in society from a crime prevention perspective. The victomological risk analysis model of Steinmetz is presented and integrated with the SBC IT system security model. The integrated model is then applied to analyse an actual IT crime case as reported on the Internet. The paper concludes with a general discussion of the need for an international IT crime incident reporting framework that can be used to formulate an international IT crime prevention strategy.
