摘要：
Certain thoughts have been expressed on perspectives of the programm ''Mission to Planet Earth'' and ''Earth Observing System'' in connection with the lack of necessary conceptual substantiation of the program and the system which has been complicated by budget cuts. It is emphasized therefore that there is an urgent need in further substantiation of global ecology priorities and relevant requirements to global observing system based on combined utilization of both satellite and conventional means of observations.
