ANALYSIS OF EMPLOYMENT AND UNEMPLOYMENT DEVELOPMENT IN THE SLOVAK REPUBLIC IN 1990-1993

The author of the paper presents an outcome of the current development evaluation of the transformation process changes in the field of employment and unemployment of the Slovak Republic population possessing working ability; the analysis concentrates on the years of 1990-1993, and to 10 months of 1994, respectively. The paper comprises a critical evaluation of the stagflation recession macroeconomic trends of the economic activity decrease as well as global development of the population; special attention is paid to the economic reforms of structural changes in employment and to compensation of its decrease in the primary and secondary sectors by its increase in the tertiary sector. The ownership and sectoral transformation changes did not bring about the expected absorbtion effects, either. On the contrary, from the very beginning of the realization of, the Czechoslovak economic reform pursuant to a ''shock'' scenario in 1991, a ''surge'' of mass and increasing long-term unemployment of population engaged in the economy of the SR raised in Slovakia, obtaining the character of a deepening and chronic unemployment lasting more than 1 year, It was accompanied by a steadily increasing polarization of regional rates of unemployment, by increasing unemployment of Proffesion Preparatory Schools graduates and that of young people. The author of the paper suggests that these unfavourable development trends and the transformation risk factors should be gradually overcome by changing the hitherto monetary and budgetary restrictive reform policy for an expansion and development policy. It is this gradual economic and social development trajectory that may assure revival of the economic activities of the population and the development of national-economy effective and competitory employment of all the citizens that are able and want to work. That seems to be the only way of how to solve the long-term unemployment problems and regional polarization of its rates.
