THE STATE CONTRACT OF BENEFIT OF SERVICES. ITS INCIDENCE IN THE PUBLIC FUNCTION

The investigation is around the context of the Administration Public, more exactly were taken the contract of benefit of services and its incidence in the function publish. This contract of benefit of services is regulated in the Statute of Public Hiring: Law 80 of 1993, as an agreement whose object is the development of activities related to the administration or the operation of the state institutions contracting. The investigation is justifiable in necessity to put under academic debate the transformation that has come operating throughout all years in the contract from benefit of services and the position assumed by jurisprudence of the three high courts about it.
