摘要
The most important element of the main factors which determines expected outcome from institutions or companies is the staff of those institutions. Because of this, the human resources are the most valuable wealth of an institution. In fact, it is difficult to say that most of the institutions in public sector can not process such a system in successful way or can not use the human resources effectively. It is accepted that each of the workers must increase their desire to work and personel capacity so that public institutions and organizations can work effectively.. In this study, from the aspect of reorganization of public management, human resources management and public personel management will be compared and the transition process of human resources and effects of this transition upon the workers as well as the problem about personel management will be discussed.
