摘要：

The existing for today in Russia the model of formation of tariffs for electric energy and power of the de-facto completely eliminates the market economic principles. The solution of this problem lies in the building of the system of market relations in the industry. Moreover, the state policy in the sphere of functioning of electric power industry should contain effective mechanisms for the protection of the interests of consumers energy source. You can fix this by using the use of the Unified tariff zone. This model will provide the creation of a real competition between the selling electric power generating companies on the level of NorthCaucasian Federal District, that will allow to lower tariffs for end-users.
