摘要：

The article deals with the modernization of organizational and economic relations in the system of higher education in the stage of formation of intellectual potential as the basis for economic development. Authors analyzed the existing level of quality of human capital through higher education in the main body of the paper. The authors concluded that the factor of development of human capital is the institution of education that goes beyond the traditional educational system, becoming a "lifelong learning" in the modern world. A series of measures needed to be implemented in the higher education system, which will prevent the loss of human capital and optimize the process of its formation are presented. Direction of intellectualization of Kazakh society and improving the quality of human capital are distinguished.
