摘要：
In the context of taking steps toward eco-restructuring market oriented economies it has been internationally recognized that the environmental impact intensities of products and services must be established on a life-cycle-wide basis lest potentially wrong decisions are being made. A new approach to chemical control regimes is therefor proposed which goes beyond the traditional emphasis on eco-toxic attributes of chemicals.
