摘要：

In 2007 Lisbon treaty inserted in the Treaty on European Union new title - "Provisions on democratic principles", in which it is declared that the functioning of the European Union shall be founded on representative democracy. According to the author's opinion this clause is not correct, because the European parliament does not have the same rights as parliaments of the member states. For example, the European parliament can not propose new EU legislation acts or candidates to the European Commission. Author also raises a question - is it possible at all to govern such a multinational entity as European union on principles of representative democracy?
