Usability of websites to transparency of management in municipalities

摘要
The information represents an essential governance element, because it allows its operators efficiently manage their financial resources, while using it to report on actions taken and accountability, using for this communication media such as web sites, interest in supporting the democratization and transparency of management. This paper analyzes the usability of web sites transparent management in municipalities of Zulia - Venezuela. With a descriptive research and the application of two types of instruments in the municipalities of Lagunillas, Cabimas, San Francisco, Mara and Maracaibo. The results show that: a) the websites have user-friendly design, understandable language and freedom of access to not show condition, or key to the use of the information presented, b) the dissemination and availability of public information is considered a way to accountability and, c) an essential element of the usability of the website is the quality of its content, which in this case more news and advertising steps taken by the rulers is addressed without formal policies and respond to informational needs citizens. We conclude that the usability of websites in local government, has weaknesses in that the inputs provided to develop content guidelines are decided by its operators, decreasing its usability, which is effective if the trilogy formed by design site, accountability and accessibility to information act systemically and balanced manner.
