INNOVATION POLICY OF RUSSIAN FEDERATION: ASPECTS OF HOME AND FOREIGN POLICIES

摘要
Necessity of transfer to innovation model of development determines accentuation of the governance of the country's attention on the theme of innovations and instruments of their introduction. Furthermore, the theme of innovation development is one of the of methods of state positioning inside and outside of the country. In the article is presented an analytical review of the state campaign's instruments of promotion of the innovation development script. There are strategic fundamental documents (including the Strategy if innovation development up to 2020), and initiation of new authorities, accountable for innovation policy (The President Council for the economy modernization and innovation development of Russia), and significant government regulations for the support of innovations (N2218, 219, 220, April 9, 2010), and decisions for forming of innovation environment (technological platforms, innovation territorial clusters, science cities, tech parks, technology transfer centers etc.). However there is a conflict between inside and outside positioning of innovation policy. While Russian leaders declare new instruments of innovation development, for leading world powers Russian innovation police is practically imperceptible and unconvincing. Besides, key problem is low demand for innovations and absence of entrepreneurial spirit in Russian economy.
