This work does not mean it represents the official expression of the country and its public sectors; However, being the author a public servant of the Health Sector, this condition has helped him to gain access to documents that, are not private documents, but to have co-participated on the implementation of the plans generated from said documents, the information provided by this work is considered valid and has a certain public formality. Above all, the content of some textually reproduced statements of some high ranked public officials, such as Ministers of the different government offices and even statements of the President of the Country has been handled with great care. On other issues, on the civil society section, different opinions have been transcribed textually. The conditions, opinions and some analysis from the author are eminently technical and mostly backed by the literature consulted from some national and international experts. The work tries to absolutely avoid issuing biased judgment and that of political order. We faithfully believe that if human development is treated as a protective need for the human being, considering the man, woman, boy, and girl as a product of a subsystem that interacts with the natural subsystem and the balance and harmony that takes place, will minimize the situation in which will affect the homeostasis, biologically or social-culturally of our communities. Finally, the 3 basic needs for man's perpetuity are: nutrition, reproduction and protection. In this way the strength of a society will depend on the quality providing the needs mentioned and that the 3 include a wisdom that provides the education that cultivates and strengthens.
