Effective degrees of freedom in hadronic structure

We discuss the applicability of perturbative QCD (pQCD) and the effective quark model approach to exclusive processes at momentum transfer Q(2) less than or similar to 10 GeV2 typical to the future CEBAF experiments. It is shown that at such intermediate momentum scale pQCD approach may break down and meson form factors could be described in terms of relativistic valence q (q) over bar wave functions. We address the issues of Lorentz and gauge invariance to discuss model independence of our results.
