摘要：

This paper addresses problems related to housing rights and social rights recognized in different pieces of legislation, especially the European Social Charter. Specifically, it analyzes the situation in Italy, as a result of measures taken by the Italian authorities concerning various nomadic camps. These measures have led to a condemnation of Italy by European courts.
