The thesis defended in this essay is that access to administrative information from the government is essential for the consolidation of democratic precepts. By having access to administrative communication, which, although is not free of intentionality, is devoid of persuasive speech and ideological characteristic of the Brazilian media system, the citizen has a counterpoint to media discourse. Thus, the essay is a reflection on public policy on access to information current Brazilian public management, process essential for the development of a locality, region or nation. The approach, exploratory, lets point out that in Brazil the concept of access to information is recent and has been validated as regulatory framework in 2011. Legislation that allows access to information for citizens is an advancement of a democratic society and a counterpoint to media communication, made possible by the wide spread of digital communication network.
