摘要
This paper is part of an ongoing research project. The central subject of the study is about the education reform in the higher education in Indonesia implemented in 1999. This paper seeks to analyze governmental regulations about Badan Hukum in order to understand the meaning of university autonomy in Indonesia. For that purpose, an extensive review of the literature on the topic is evidenced, as well as the results of the fieldwork held between 2015 and 2017, which include semi structured interviews with key persons. The study concludes that the educational reform at the higher level in Indonesia has made the process of building the university autonomy more oriented towards converting public HEIs into independent entities rather than granting freedom.
