Problems associated with the development of large scale computer-based information systems are well known. Cost and time overruns, and unacceptable levels of user satisfaction with the final system are common symptoms of these problems. This paper will describe a phased and adaptive system development life cycle, based on the marketing product development model and stressing group user involvement, that reduces these sorts of symptoms. In particular, this paper focuses on the prototyping phase of the process called GRIP-P-P-E-R. The phased development methodology incorporates the use of (1) group decision support technology in the requirements determination phase and at key points in the development; (2) the use of higher level languages with a series of prototypes during the design phase; (3) pilot systems during the implementation phase; and (4) a series of ''early deliverables'' throughout the development cycle to provide the user with value and to facilitate continual group input and evaluation of the system. Results from initial studies using the process to determine information requirements indicate several significant positive outcomes and results superior to those typically obtained through conventional requirements determination methods. This paper emphasizes the experience of using prototyping within the process. A ''Social Services Information System'' development is employed to facilitate the discussion.
