摘要：
In the article the problems of application are examined programmatic having a special purpose to the method in relation to gradual development of the tourism region. As a result of ground of methods of development of the having a special purpose program of development of sphere of recreation and tourism the ways of decision of problem questions of socio-economic management are offered tourism and recreation to the complex of region.
