摘要：
Especially in Europe, public libraries have problems with the availability of e-books and, as a consequence, with the adjustment of their services. Tangible objects are regulated by the copyright law, but intangible objects are acquired by licenses. On the basis of this current legal framework as well as the publishers' business policy, the future of public libraries is endangered.
