摘要
The objective of this paper is to analyze the elements of public governance and the public sphere around the management of the National Solid Waste Policy (PNRS) in the context of the city of Lavras, Minas Gerais. As theoretical framework, we discussed the concepts of public governance and public sphere. The methodological paths were directed by a theoretical and empirical study, descriptive and qualitative. The results indicate the importance and the need to expand the public sphere and public governance in the management of the PNRS in Lavras. We argue that, in order to the policy management to be effectively implemented at the local level, it is critical to articulate public governance arrangements and to mobilize the solid waste issue within the society, creating a public sphere that influences institutional public actors to take decisions (public deliberation).
