摘要：
This paper forms a comprehension and conclusion of various implementative extensions of the DOFLEX (Dortmund Flexible Legal Expert Environment) system, that has been designed and implemented to model action in the legal and planning fields. The result of this paper is an architecture of a complex system that supports legal and planning processes in public administration.
