摘要：
This article studied the situation of international scientific and technological cooperation use the set pair analysis after understanding the research status of the international scientific and technological cooperation. Firstly we introduces the basics of set pair analysis, Secondly we established evaluation indexes and model of international science and technology cooperation based on set pair analysis, At the same time, we analyze the cooperation that China and other six countries, and obtain the corresponding conclusions by the system's situation of connect number in set pair analysis, putting forward strategy and suggestion that can promote international scientific and technological cooperation.
