PUBLIC POLICIES TO PROMOTE SOCIO-TECHNICAL INNOVATION IN SMALL TOWNS

This paper is based on the research. Observatory of the social use of information and communication technologies (ICT) in small localities. (2011-2012). It analyzes the process developed by the San Luis Digital Program in San Luis Province, Argentina, to promote social appropriation of ICT in towns wit a population under 2.500 inhabitants. The article examines the strategies used by the provincial government in order to overcome cultural resistance and diffuse a progressive ICT use and its different applications and programs in everyday life (social, cultural and economic activities). Its analyzes the perception and impact of SLD program and the phenomenon of contagion in the adoption of Internet and computers. The research, with a qualitative and quantitative methodology, focuses in some pre-determined profiles in four locations of the Province geographically separate: El Trapiche, Papagayos, Villa del Carmen y Nueva Galia.
