摘要
The problem and the solution. The Philippines continues to be an international exporter of human resources-a result of its highly educated and skilled workforce. Despite these achievements, the Philippines has failed to capture the national benefits of education-productivity growth, poverty reduction, and social development-an outcome with significant implications for the development of its human resources. This article explores national human resource development in the Philippines. It considers how this specific context and concomitant challenges can be used to inform national human resource development to improve the country's competitiveness in the global market.
