摘要
This article analyzes the Permanent Assembly of the Peoples of Morelos (APPM), Mexico as an experience of the territorial approach to peacebuilding. To this end, the process of social construction of causality in Morelos was analyzed through Niklas Luhmann's systems theory, namely, the different elements that converge in the entity that generate both the differentiation process in the entity, as well as the synergy of violence and social vulnerability. This made it possible to understand the emergency and the characteristics of the activities of the APPM. Also, the proposal of the territorial approach to peacebuilding and the creation of infrastructures for peace, whose approaches are focused on the design and implementation of development plans based on participation and community commitment, are presented. In these, dialogue, networking and social resilience is needed as tools to increase the capacities of communities. In addition to institutional support and relevant local actors. In this way, the analysis of the characteristics of the organizational process and of the linkage of the APPM was deepened, the article concludes with a proposal to strengthen the activities and interrelations of the Assembly.
