HUMAN-RESOURCE DEVELOPMENT AND MIGRATION OF TRAINED MANPOWER

The problem of brain drain from the developing countries is discussed. Efforts taken by European countries and UK in arresting migration of S and T manpower to US have been outlined. It has been suggested that the developing countries be given financial compensation for the loss of trained manpower, and the funds thus received be invested in developing R&D competence and establishing new centres of excellence for higher education and research.
