摘要
This paper surveys several aspects of the climate change issue with a view to identifying some morals for resource managers. It discusses problems with defining and identifying climate change, assessing its impacts, and motivating policy responses. The conclusion is that climate change is likely to occur, but our institutions are unlikely to respond successfully to its effects.
