Globalization of public policy: neoliberal mediation in Colombia, economic policy, 1990-2006

The transnationalization of the public policy in the 80's is the result of three remarkable changes operated in the world-wide order: reconfiguration of the global scene, in the geographic, economic and in the conflicts matter; reordering in the market model and transformation in the public policy cycle. These changes are associated to the characterization of the economic-geographic space -unequal and unbalanced-; to the building of the new referential of the market in the reorientation of the public action and to the change in the expansion of the public policy cycle in the world-wide scene. The global market model, in its transnational projection, has served as directive to the mediation of the economic policy of the neoliberal governments in Colombia (1990-2006) in its adoption, adaptation and adjustment process with the purpose of guaranteeing its execution and implementation. The forced acceptance or the "negotiated" imposition of the national economic policy, pass through the adoption of financial policy, conditionated by the external indebtedness; the adaptation of the technology transference as productive policy; and, the cession of the internal market to the ETN.
