摘要：
The XI(th) plan framework allowed to deal simultaneously with the preparation of national plan and regional plans, to formalize the Regional State Strategy, and opens the negociations on Plan's Contracts between the State and the Regions. The article describes the competences, the rules and the procedures used during the XI(th) plan's preparation and emphasizes on the conditions for a satisfying functionning which would improve the welfare of the society.
