We investigate a SU(2) Wilson action with fluctuating coupling. The kinetic gluon energy is modified by a dielectric function which fluctuates from link to link. We show numerically that along a line in the plane of couplings the plaquette, the dielectric function and the Creutz ratios change drastically. We present calculations in mean-field theory and in the strong-coupling approximation which indicate a phase transition in the same region. The study of such an action is motivated by the idea that it could be used as an effective action for QCD.
