摘要
We describe the recommendations of Vice President Al Gore's National Performance Review on how information technology can be exploited to create a government that works better and costs less. The Clinton-Gore Administration is leading from the front, by becoming the first head-of-government to establish an electronic mailbox on the Internet (president @ whitehouse.gov) and the first to make extensive use of computer networks as a means of communicating with the citizenry. This is catalyzing the rest of government, as even more Federal agencies as well as the United States Congress are getting wired and going ''on-line.''
