The need for a master plan for smart tourist cities. Methodological proposals based on participatory action

摘要
Smart City is one committed to its environment that seeks to improve the citizens' quality of life and the local economy through more sustainable and more technologically advanced elements. To achieve a real application of smart concept in tourist cities, the collaboration of public and private actors, citizens and experts from different disciplines is essential. In addition, such projects necessarily require a master plan, designed with the participation of stakeholders, to solve real problems. We are faced with the absence of a methodological guide for developing this master plan in intermediate tourist cities. Using a methodology based on participatory action research, we want to draw the lines of the master plan.
