摘要：

The present work recovered, initially, the history path of human rights protection in the international society and analyzes the contribution of second world war and letter united nations for its configuration. Then, speculate about the formation, operation and proportion of System Interamericano Protection of the Human Rights. Lastly, says importance of the regional system as warrant second level of human rights.
