摘要
We live in a time of great change in global capitalism that began with the structural crisis of the 1970s. This phenomenon brought important impacts on communication system and deeply changed the economical and cultural order. The Political Economy of Communication (PEC) has been very efficient in criticizing the concepts emerged since this mark such as: "information society", "knowledge society", "post industrialism" and "post modernism". All the criticism is only a part of a greater debate about the relation between Communication, Culture and Development, which should be promoted in a larger set of state planning, much more than what has been done restricted to de Culture field.
