摘要
This article analyses the reasons for the weak results of several initiatives to promote the acceptance of environmental conservation public policies, based on the experience of the Monarch Butterfly Biosphere Reserve. We describe the problems faced by the management of this area and offer an analysis framework of the conflicts of the different parties interested in the natural resources. We then analyse the measures taken in order to stimulate the acceptance of environmental laws. Finally, we present an evaluation of two different attempts to establish negotiation and coordination platforms.
