摘要
The main purpose of the present article was to reflect about the topic: Decision-making and Manager's Competences Profile of Higher Education Institutions (HEI) in Venezuela. It was based on the Mitrani, A. et al (1994), Rheault (1997), Robbins (1999), Siliceo, A. et al (1999) theories. The management autonomy of HEI's manager is articulated with the decisions directed to obtain benefits, low commitment criteria, freedom and opening. This autonomy permits building norms, adjusting actions, making goals possible supported by administrative direction to make viable processes. The autonomy supposes a high degree of freedom to elect, when executing decisions. Therefore, it supposes principles of democratization and social relevance. These are reasons by which is pertinent that HEI's elaborate competences profiles, at least, with the generic ones.
