摘要：

The paper studies the financing of new cities in Western Siberia in the initial stage of industrialization (1928-1932), using archive materials. The principles of the investment in urban construction and its influence on the development of new cities are analyzed. The conclusion that the crisis in town building was primarily caused by the lack of integrated financing is made. New cities of Western Siberia were constructed in accordance with modern development plans ("socialistic city"); regional Executive Committee set up a special department in charge of their construction. Independent regional communal bank provided loans for the implementation of projects.
