STATE WATERSHED PROGRAM, THE ROLE OF PUBLIC AUTHORITIES AND THE QUESTION OF PARTICIPATION IN THE REGION OF JALES

The study aims to investigate the role of the Program of watersheds and analyze the actions of the Government and participation of landowners along the Municipal Councils for Rural Development (CMDR) in the region of Jales. The program was funded by the World Bank and aimed at implementing sustainable rural development throughout the state of Sao Paulo. His actions were based on fighting poverty in rural and spread measures and actions to combat erosion and disseminate sustainable management of soils and waters, through decentralization and encouraging the participation of local actors, through formation and strengthening of associations of farmers. It focuses on small farmers (up to 50 ha). The methodological procedures adopted were: literature review, collection of secondary sources on the site of CATI, obtaining primary data source through the application forms together to landowners within the watersheds of the project, interviews with staff from the EDR / CATI, the Houses of Agriculture municipalities, chairmen and presidents of CMDRs associations of farmers.
