OPTIMAL-GROWTH AND CHANGING POPULATION

This note introduces changing population within the traditional setting of optimal growth theory. Under die assumption of cyclical population changes, one derives a two-tier optimality rule. Within the cycle, individual's utilities can be arbitrarily weighted according to the Pareto principle. Across cycles, a rule analogous to die golden rule implies the highest level of utility for the stationary cycle.
