Approaches to state-community linkage include capitation financing, utilization review, performance contracts, continuous treatment teams, and regional mental health authorities. Several states' experience in developing integrated systems of care, utilizing these approaches, are presented and analyzed from a systems perspective as the process of creating mechanisms to couple two organizational systems in a mutually beneficial manner.
