摘要
The official position of the U.S.-Mexico FTA negotiators remains that environmental issues are not on the table. The authors, who monitor the environment of the U.S.-Mexico border region, argue that this position must be changed. Both countries need to address such problems as air and water pollution, sewage and toxic wastes; failure to do so will only lead to the worsening of an already deteriorated public health standard.
